Is it common for bulldog puppies to not be able to get up?

I have heard before that they say it is common for bulldog puppies to not be able to get up. They get stuck on their backs and you are not supposed to help them otherwise they won’t learn. I just wanted to know if this was true, i am just curious.

I think you are referring to "swimmer" puppies they get stuck on the CHEST with legs splayed to the sides- till the legs GROW sideways and the chest becomes flattened – if no theropy is given they seldom LIVE. It can happen in any breed but Bulldogs have more than their share
